A French winger signed by Ipswich Town from FC Lorient in November 2001 for an undisclosed fee. Le Pen signed a deal to keep him at the club until the summer of 2005.
The left-sided player, 27-years-old when moving to the Premiership, started his career with Rennes before Laval came in for him. From Laval he moved to Lorient.
His performances in the 2000/01 season helped Lorient to earn promotion to the French First Division - the player's most notable skill being his ability to put chances on a plate for his team-mates.
Ipswich boss George Burley told the club's official website: 'Ulrich is an attacking wide player. He has many qualities - a good left foot, is a good crosser and has the ability to take players on, in the mould of our former player Bobby Petta.
'I feel he will give us abilities which we don't have in the squad at present. We don't have any natural wingers and I feel he will give us different options down the left-hand side.'
Le Pen added: 'I am very pleased to be here at Ipswich. It is the highlight of my career to come to the Premiership and it will be a good challenge here.'
